Sewer Charge Adjustment Policy

 

OBJECTIVE

 

To establish and define a policy for the adjustment of sewer charges for water usage attributed to a leak on a customer’s service.

 

POLICY

 

While the Stevens Point Water & Wastewater Departments (SPWW) charge for consumption registered on a customer’s meter, the Stevens Point Board of Water & Sewer Commission has determined that, under certain circumstances, an adjustment could be made to a customer’s sewer bill. 

 

When the SPWW personnel detect an abnormally high consumption at the time the meter is read or during billing procedures, SPWW staff will notify the customer of the high water usage.  If a leak is identified, the customer must notify the SPWW in writing within 30 days that the leak has been located and repaired before any leak adjustment could be credited to the customer’s account.  If the leak is not fixed within 30 days of the SPWW and/or customer’s notice, all consumption registered on the customer’s meter will be billed at the published rates with no adjustment for sewer charges over and above winter quarter consumption for residential customers or total consumption for all others. 

 

Also, if the leak is not fixed within 30 days, the property would be subject to disconnection and a reconnection charge of $35-$40 prior to service reconnection.  

 

All leak adjustments will be limited to the quarter billing from the approximate date of the origin of the leak as indicated by the customer’s water usage history.   This limit provides the customer some relief from the cost resulting from a leak and also protects the utility from excessive lost revenue and wasted water.  Furthermore, a customer may be granted no more than one leak adjustment in any 24-month period.

 

It is the sole responsibility of the customer to maintain all piping and plumbing fixtures in the premises and beyond the metering point on private property to prevent leakage.  Any leaks or other losses of water, registered by the meter, will be billed at the rates established by the Wisconsin Public Service Commission.

 

RESPONSIBILITY

 

The SPWW Director, or his/her designee, shall be responsible for enforcing the billing policy for a customer’s leak adjustment overall and may approve water leak adjustments up to $2,000.  The Administrative Services Manager may approve water leak adjustments up to $500.  Water Leak adjustments over $2,000 shall be brought to the Stevens Point Water & Sewer Commission for approval.

 

This policy becomes effective on the date of approval by the Stevens Point Water & Sewer Commission and the Stevens Point Common Council.
